Cannot Change WO Routing Work Centre

I hope that everyone is well.

We are using R34A1560 (VCP Inbound Detailed Production Plan Package) called by R34A1500 (VCP Inbound Processor) to load WO's in to JDE from various sources. We also use R31410 (Order Processing) to complete the WO Routing and WO Parts Lists after the WO has been loaded initially.

A user discovered an issue where WO's loaded using the above process are not able to have their work centre's changed, say to an alternate work centre as per the item master/standard routing, while WO's 'manually' loaded with WO routing and parts list attached using R31410 are able to have their work centre changed.
