Intermittent issues launching Java webstart from Chrome

Hi All, We upgraded to 12.2 last septemeber but have been having intermittent issues with java launching. The OA homepage opens ok and the servelet downloads but when the users click on the servlet file to open it it doesn't. It sometimes takes a few times to get it to launch. The java console doesn't open until the servlet finally launches. I think our patching is up to date. Do you have any suggestions? How can we trouble shoot this? We've tried clearing the local caches and that seems to help
