Finalize button is disabled after running the Identify and calculate

Hello every one,

We need you assistance on the below issue.

Our payroll process is going to success with number of payees in error :1 message, we have checked in the Payee Messages and for one of the employee the tax declarations formula not able to pick the declared amount. So we have corrected the entries in the payee level then cancelled and reran the payroll, still the same message is coming.

We are not sure if we are missing any thing. Below is the screenshot of Payee message.

Based on this error message we have tried to re validate the formula after payee tax data correction. But the formula is in frozen status, could not validate as the formula is used in another calendars and those are finalized in the same month.
