Can Variable Rent Agreement functionality be used for incremental billing.

We have a requirement that, using Variable Rent Agreement functionality, we should compute variable rent as a percentage on sales and then compare the variable rent with the actual rent of the lease contract and then only the incremental part of the variable rent should be billed.

Does property manager variable rent agreement support this functionality
