Apparent New Siebel Bug Wrong Version of Workflow Process Active After Upgrade

Posting this since it took a while to figure out and we have not seen this before. We are doing an IP 15 to IP 21 upgrade for one of our customers and one of their integrations that uses a workflow process stopped working after the upgrade.
As it turns out now that WFP are workspace enabled the repository workflow tables are now used for both workflow development and execution. As it turns out for the specific workflow having issues there were two active versions - version 6 and version 7.
Version 7 was the version that was active in IP 15 but after the upgrade version 6 was selected as the active version and this was the wrong version. To avoid the same please make sure to double check only one version of of your WFP is active.
