How to Implement OU Security in ECC Custom Application

We are developing ECC Custom application for Custom Dashboards. Every things seems to be working fine except data security at OU Level. We copied existing ECC Security package from ECC Field Service Application and modified to suit the custom application. Below is the navigation. After enabling this customized security rule package, we are excepting that custom dashboard will show only that particular OU data available at the responsibility. But, dashboard is displaying all OU data with out filter.
