standard 12.2.0.1 cluster nodes are rebooting after one of the storage goes down

We have a standard RAC + Grid 12.2.0.1 cluster which has disks assigned from 2 storages; Failure groups were implemented and a quorum Failover Group in a 3'rd location (NFS mount) was created also. When taking one of the storage down all the voting disks are not accesible (we have 3 voting disks: one on each storage and the 3'rd on a NFS mount) and nodes are reeboting because of Insufficient quorum to open OCR devices
