No OU in Implementation option

In the Implementation option i am not able to see the Operating unit for which it has to be setup, i have checked HR : Security Profile, MO : Security profile option, MO : Default Operating unit profile values at Responsibility level and looks Ok, also in the Organization setup i have selected the required OU in the Project Expenditure/Event Organization option and setup Project Task Owning Organization option correctly.

I have checked PA: Licensed% to profiles values and all they all are selected Yes at site level

Please advise if any setups are missing ?
