Position Management EOAWSTEP_STATUS bypass value

We have researched Oracle knowledge articles, community site and documentation and are unable to determine how the eoawstep_status gets changed to a value of G for bypass. 


Does anyone know what triggers the step status to go to bypass (value of G) ?
