Fast-Start Failover Observer Setup

I have setup and configured an Oracle 19c primary and standby database on OEL. I have tested the manual switchover and it is successful. I am about to setup the fast-start failover for the first time. I have read many documents. Every document I found explains how to start the observer but not how to set it up from the start. My plan is to have the following:

Server A will host PRIMARYdb

Server B will hosts STANDBYdb

Server C will host the OBSERVER


My question is if I already have the Oracle 19c software installed and an unrelated database configured on SERVER C do I need to create another DB to setup the OBSERVER? If so, can it reside on a database not related to the data guard setup? For example, can it reside in the same database that is used for the Oracle Enterprise Manager? It looks like I need a DB but I haven't seen any documentation showing the steps to setting up the OBSERVER. In order to enable the Data Guard Broker the first step is to set the Data
