CPU No of Core Reduction Advice Needed

Hi Advisory Team

We are Planning for a Number of Oracle CPU Core Reduction .Need to understand What could be the performance impact if we reduce number of CPU cores after replace with Higher Performance CPU with less number of Cores.For Example i have Intel CPU with 3.0 GHz with 20 Cores,if we replace with 3.5 GHz with 16 or 12 cores what will be impact.

How Basically Oracle Perfromance measurment done,is it based on number of CPU cores?

If mores cores with Less Speed CPU is Best or More Speed CPU with Less number of cores is better. Definitely CPUs are Multi THreaded enabled.
