Unable to launch OUI when installing 19.3 client32

Hi Team,

I am trying to install Oracle Database Client 19.3.0.0.0 on new OCI deployment server(Windows Server 2019 standard) after launching the OUI it disappear.

Below is the error log.

Using paramFile: C:\Softwares\DB Client 19c\client32\install\oraparam.ini

Checking monitor: must be configured to display at least 256 colors.  Actual 4294967296  Passed

The commandline for bootstrap:
