Account combination enabled in one ledger and disabled in another ledger.

I'm trying to enable a GL account combination in one ledger and disable it in another ledger, but if I change it in one of the ledgers, both ledgers have the same effect. Disabling the account in LEDGER1 also disables it for LEDGER2. Is it possible for the combination to be enabled in LEDGER1 but not LEDGER2? This is EBS 12.1.3.
