Fluid Text Catalog - OE Event Class not showing text updates for Submitted stmt. type

I am working on updating the fluid HBA text catalog

for our test 2022 open enrollment and when I add the OE event class to the submitted statement text id, the text reverts back to the delivered. I found bug 31297732 which suggested the event class issue was fixed with PUM 35. Is anyone else still having this problem? We are on HCM PT 8.57.20 and PUM 37
