How can I run Forms and Reports builders as the non-Oracle user?

I have seen this document but it seems specific to older versions: How To Compile Forms As Non Oracle User On Unix Platforms (Doc ID 427548.1)

I also applied the permissions listed in this document: How To Compile and Run Forms with a User Different from Oracle (Doc ID 561334.1)

I'm not even sure I'm calling the right executables at this point. rwbulder and frmbld.sh work when I'm on the server itself as the Oracle user. My goal is to allow developers to run these tools over X11 forwarding.

I've attached a document with the commands I've tried and the output.
