Are GL document sequences still required for each legal entity in EMEA countries?

Hello community. Is it still a requirement to have GL document sequences defined for each EMEA legal entity? We are trying to determine if we should combine multiple LE's on one primary ledger. However, we understand that document sequences are at the ledger level so the LE's will share the same document sequence. Looking for some guidance on how strict the EMEA countries are around that.
