RMAN Duplicate didn't pull in latest APEX app changes

in Oracle Application Express (MOSC)

We recently migrated from Oracle 12.1 on Linux 6 to Oracle 19.8 on Linux 7. I used RMAN duplicate to copy the 12.1 database to the new server, then upgraded it to 19.8. The application developers just noticed that APEX application changes made in December, 2020, are not present in the upgraded database. The old database is still available for comparison, and the changes are present. Is there a way to tell when changes were made to the APEX application? Are there any "gotchas" that could explain why the changes weren't duplicated?
