migration question for licenses

We are migrating our oracle DB 11 EE to oracle 19 EE

we are using NUPS as liceses

the amount of CPU's/cores will stay the same

do we need to buy additional NUPS during the migration period (old server still exist, new server is being setup with oracle) ? or is support valid with old licenses as the licenses will move from old to new server?

can we open a call for the new server during period that old server is still on (during migration period)?
