Allow users to set up vacation rule for other users w/o workflow administator responsibility

in Performance - EBS (MOSC)

Currently, if users want to change a vacation rule that has been already set up they would need to go to I.T. or someone with the workflow administrator responsibility in order to extend or change the vacation rule.

Is there a way we can enable access for a normal user that does not require workflow administrator to create a vacation rule on behalf of another user without having to go to admin for help?
