Users connecting with one node out of four why

I have four node ip ending with 233,234,235,236 but when iam connecting with ip in place of scan name then users connecting with only one node that is 232 , not connecting with rest of node. TNS we similar over all node except host ip.

And while iam connecting as sys user it's connecting, but not connecting with system user. My database is 19c vertion 19.3.

Pl suggest me where iam doing misstake.
