OUD plugin undeployment from management agent fails

Using EM 13.3. Prepping for upgrade to 13.4. Installer requires oud plugin undeployment. 28 agents had the oud plugin, I was able to undeploy them all in no particular order except when I got to the last agent, the undeployment fails with a 'error while generating deployment ID or initializing deconfig step. Using emcli gets the same error, resync of agent, clearstate, start, stop, do not resolve the issue.
