PeopleSoft Expense 9.2 Fluid Notes can be deleted but not edited

Hello,

When we submit an ER using Fluid interface, we can add notes before submission. Once, a note has been added, it shows an option to "Edit" the notes. When we click on "Edit" then it gives an option to delete the notes, but does not allow editing the notes. Is this functionality working as expected?
