12cR2 to 19c Rolling upgrade with Data Vault

In place oracle 12cR2 Non-CDB with Database Vault to 19c ROLLING upgrade threw out this error (using OEM)


“Error Data Vault is enabled on database primarydb_x.edc.nam.gm.com. Data Vault should be disabled on the database in order to perform a rolling upgrade.

Data Vault is enabled on database Standbydb_y.edc.nam.gm.com. Data Vault should be disabled on the database in order to perform a rolling upgrade."


Oracle Docs had this 

Starting with Oracle Database 12c release 2 (12.2), you can upgrade the database without disabling Oracle Database Vault. 

However, if you disabled Oracle Database Vault, then you must enable it manually after an upgrade.
