Need to assign sub responsibilities under User Management in EBS R12.2

Hi All,

I have assigned "User Management" responsibility to a user in EBS R12.2.

But after giving him the "User Management" responsibility , he is only able to see Responsibility oafm link.

Can you please let me know how I can the sub responsibilities to him under "User Management" so that he can see all the sub responsibilities as per the screenshot.
