Is zero price allowed on a complex service line purchase order line?

I am on Oracle EBS R12.1.3, system shows below error message when I enter a 0 price on a purchase order line.

Error

  1. Line 1, Pay Item 1 - Enter a positive value.
  2. Row 1 Price - Line 1 - Enter a positive value.

Is this a standard feature? Is there any setup option in EBS?
