32 bit oracle Client certification

Hi

(1)Can 32 bit instant client installation (19.10.0.0) on windows be able to access a 64 bit Oracle database server on Linux? There are no issues with the fact client is 32 bit and database is 64 bit?

(2)When exporting data between 11g 64 bit (enterprise database) and 19c 64 bit (standard edition) database sitting on different boxes - are there any issues in doing this considering one is enterprise installation and the other not?
