shows that ora.mdnsd and ora.evmd show UNKNOWN state - possible to restart manually?

Hello All!


We have 2 node RAC, running GI 19.3.

We are running RHEL 7

We have RAC (12.1 and 12.2) databases running. One of the nodes had some performance issues. 

Both nodes are tight on resources, and we are in the process of adding nodes with 3times the ram.

We have not added those nodes yet.


For now, I have shutdown down the MGMTDB (srvctl stop mgmtdb) to save resources, and plan to restart it when the new nodes come online.


Rac2 shows overthing is up (crsctl res -t -init)


Rac1 - known as "vedbrac5" that had performance issues - shows that ora.mdnsd and ora.evmd show UNKNOWN state and I don't see the the OS processes for those process running. They seem to have died.
