Fluid Position Management - Job Data Not Updating

We are currently upgrading from PUM 29 to PUM 37 and implementing Fluid Position Management. When we update a fluid position # with a previous date, those updates are not flowing to job data. If we update a fluid position # with a current date (effective date = action date), those flow to job data.

Anyone experience this or can provide any help regarding this?
