PeopleSoft FSCM - EX Total distance travelled in Ireland

Hi.
Our entity in Ireland is asking is there a way to set up PeopleSoft to capture total distance travelled in a year not by Employee ID, Year and Transportation ID, but by Employee ID and Year? They have varied rates depending on transportation type and rates should change when mileage is exceeded in general, not by Transportation ID (as it seems to be working now).
Is it possible? Or am I missing something?
