External Early Start Date not Populating

Hello,


I have one sample schedule with 3 activities and there is one T1 reference from another project. But, I only need to import NEW PROJ xer file which has T2, A1000 and finish milestone activity. 


I would like to understand why External Early start date column is not populating and showing constraint in Start date.

Current version : P6 v19.12 (it is not working)


I checked on P6v19 (post export from P6v18 xer) and it is working as expected. See below screenshot for your information

So, can I please have any reason why this happens and also a solution to either make it work or confirmed by Oracle as a bug in v19 and planned for future fix
