Is there a way to prevent Engineering Change Orders updating BOM data until it is implemented?

Oracle Applications : 12.2.4

We are in the process of enabling engineer change order for BOM creation and update process. We noticed that when Engineering change orders are created BOM data is updated immediately with Implementation date as NULL. We have been using BOM form to create and update BOM for a long time and lot of our custom process and custom reports are not looking into implementation date or ECOs. Is there is settings that can prevent ECOs from updating the BOM data? We are exploring options to enable ECOs immediately without impacting current process while we transition all the custom objects to
