VKTM ORA-800 in Alert Log on startup

Errors in file <directory>/trace/chra_vktm_2273510.trc (incident=614464):ORA-00800: soft external error, arguments: [Set Priority Failed], [VKTM], [Check traces and OS configuration], [Check Oracle document and MOS notes], []

There are several documents and several bug on this error. I have looked through MOSId: 2414526.1, 2694739.1, 2551359.1, and 1718971.1 all dealing with the ORA-00800. Bug # 28831618 is for AIX servers.

I am running 19c just patched to the April 2021 CPU. The os is RHEL 8.

Just in case some has already solved this issue. Likely will end up in an SR to Oracle.
