Installed Cloud Control 13.5 but emcli seems not to recognize all commands

After an upgrade of 13.3 to 13.4 about 6 months ago failed and Oracle wasn't able to solve it, I did a fresh install of the newly 13.5-version on Windows.

Agents should also be on Windows but no ssh so I have to do the psexec-trick and get the agent, but...

emcli won't recognize the get_supported_platforms command. Looks like the 13.5-emcli is missing some features.

emcli help shows only a few commands where the emcli help on the 13.3-version gives an extensive list.

Oracle-home is set to the Middleware home. What am I overlooking?
