Invalid department value when inactivating a position in fluid

My customer in implementing Position Management in Fluid. We are in the process of testing and discovered that when a Department Code is set to Inactive and then we go to Inactivate the Position using Manage Position Fluid, at submit the system throws a hard error: Department has an invalid value -- select the prompt button for a list of valid values. The value entered in the Department field does not match one of the allowable values. You can see the allowable values by selecting the prompt button. The transaction does not complete.
