Internal orders to two locations in the same organization.

We are running EBS 12.1.3 and want to setup a second location for an Organization to do internal requisitions and orders. We have setup the organization/location, and created the Ship to Customer location for the internal customer. The two are linked correctly we believe. The internal order is created correctly (to the correct address) but when we attempt to Pick Release the order, it does nothing. The diagnostics on the Pick release is attached. Any help would be appreciated.
