autoconfig from RUN system runs, but the value is getting overwritten from DB value, 12.2.10.

12.2.10 first adop fs_clone fails:

validation fails due to dbGlnam lowercase and uppercase difference. Even after modifying the case in CONTEXT_FILE, metadata is overwriting the value in CONTEXT_FILE instead of updating the value from CONTEXT_FILE to DB. Any suggestions?
