Can a user create PR in two different OUs in I-proc

Hi Team,

We have an issue where user tagged to ledger OU1 is trying to create PR in OU2. User is getting the following error

'Unable to generate the approval list. Please contact your system administrator to review the AME rule settings'

Is it valid case for a user to create PR in two different OUs
