Using Promotion Groups to enable CUG (Closed User Groups) Functionality in Comms Industry

Was exploring options to implement CUG (Closed User Groups) Functionality. As part of this the Order capture system, Siebel in this case, has to indicate the downstream, mainly BRM, regarding this membership definition. Is Sharing Groups (Discount/Charge) the right functionality to leverage in this case? Was thinking of Promotion Group definition in siebel and we can associate the Order/quote list items to the member definition while placing the Order. The default Sharing Group mapping to BRM will indicate the current Order line item belong to the defined membership and can enable the respective rewards (in this case it can be
