Why does "User" and "Exit" options in supplier registration only display in non-fluid mode?

In non-fluid mode, the "User" and "Exit" options in the supplier registration, duplicate ID number page display, but they do not display in fluid. Is this something that can be configured or fixed in a future release?

As VP1, open the supplier portal.

Navigate to the "Classic Home".

Click Register as a supplier (or sourcing bidder).

On the Identifying Information trainstop, enter a TIN that already exists in the supplier or bidder "database".

Click Next and the "Duplicate Information" page is displayed.
