UK - Create New Assignment instead of a full termination and Re-hire

We need to move a group of current employees from one UK payroll to another. Normally we would perform a full termination and then re-hire the employees. Is there a better way to manage this?
Could we create a new assignment and terminate the old assignment, therefore, not terminating the person record but instead terminating the old assignment (with the old payroll attached) and then creation of a new assignment (with the new payroll attached).
What is the impact to RTI, especially the full payment submission, does the new assignment start date get reported or, would it be the start date associated to the Person form i.e. the original start date?
