Is there an easy way I can restrict what users can Close a Delivery Exception?

On the Shipping Workbench the delivery will have a number of Exceptions applied, while some can be closed by anyone on the shipping team, there are a couple that need to be restricted and can only be closed by an Export team. How can this be easily achieved.
