How to grant SELECT on SYS.USER$ to application user in ATP-S Database ?

Does anyone knows how we can grant SELECT privilege's on SYS.USER$ table to an application user ?

ADMIN (super user in ATP) does not have privilege's to select/grant it to application user.

I was able to find a workaround for another table (SYSAUTH$) via role DV_SECANALYST but I could not find any role that has USER$ table SELECT privileges .

Kindly assist , customer would need the same to run their application code.
