EBS request cannot run normal

HI,all

Now I can not run a request normal,en,it can be commit,and phase='R' in fnd_concurrent_requests but no concurrent processes run it,like --Quickpay Stays in Running Mode With No Background Processes

all concurrent managers can normal start or stop.but when I commit a request ,there no one request in the "manager" page.

I just use "Acrive Users" to test,even if I exec cmclean.sql to clear all ,restart adcmctl ,it still not work.
