Row Security Issue

I am trying to implement exclusive row security in F4101 using LITM to block some range of item numbers. The problem I am facing is that the Security is not applying on F4101, I can still see the blocked range of items in P4101 application.

I have verified that row security box is checked for LITM in data dictionary. In addition, I have also verified that all of us are using latest package build. I cleared the security cache and login back but no luck.

Did I miss something? Any help will be appreciated.
