job_queue_processes parameter is changed with switchover process

Dear team,

We observed that job_queue_processes parameter is automatically set to 80 on primary DB host and 4000 on standby DB hosts. We set this parameter on primary to 4000 but again when we performed switchover, the value of job_queue_processes is changed automatically to 80 on primary and 4000 on standby.

Can any one suggest, if it is normal behaviour?

I am using 19C oracle enterprise database with patchset 19.9.0.0.0

OS platform is RHEL: el7.x86_64
