vlan issue on X8-2 HA baremetal installation

We have 2 X8-2HA baremetal installation(19.10). Set VLAN 1016 on public-network using the command "odacli configure-firstnet". After deployment ,one ODA created ctbond0.100 and btbond1.1016. But another ODA created ctbond0.100 only, btbond1.1016 is missing. Can we use odacli command to add btbond1.1016?
