Question on licensing restrictions when using Oracle Wallet in Database 19c

Greetings, all ..  

My company is looking in to starting to use Oracle Wallet in our 19c Enterprise Edition databases running on Linux to store certain passwords so specific application scripts can log in from heavily protected servers without specifying the application ID's password (e.g., sqlplus FooFighters@ProdDB ) . We would like to know

  1. Is using Oracle Wallet a Licensed Feature/Option, or is it included in our standard Enterprise Edition licenses?
  2. Is there some good documentation on how to implement it easily, securely, and safely ?

My biggest fear is ever going through another Oracle Audit.
