Siebel System Admin, Install and Upgrade (MOSC)

No SMC Side Panel IP21.5

I installed IP21.5 over IP21.4 and now see an error and not getting the SMC Side Panel. I can dismiss the error but still need the side panel. Suggestions on how to troubleshoot / fix this?
