How does OEM communicate with targets when the agent is down?

Hi,

when have an 13.4 OEM server which monitors several systems.

When I shutdown the agent of a monitored system OEM is still able to collect data from the system. I can login to the db change tablespaces etc etc and the agent is down. How is this possible.

I even restarted the OEM server but still able to connect to the targets.
