Control file auto backup

Hi,

I have question on RMAN "CONFIGURE CONTROLFILE AUTOBACKUP OFF" feature

1) I guess above feature ON and OFF by default is version dependent. Can someone tell what is the default value for 11.2, 12.1, 12.2, 19c versions. I could find comparison chart of this value for all versions

2) We backup archives few times a day. When auto backup is ON in 19c, it backs up control file every time any backup is happening, in turn fills up fast recovery area. In 12c version though auto backup is ON, no control file auto backup is happening. Any other parameter control this behavior or bug in specific version ?
